The Indore Bench of the Madhya Pradesh High Court recently dismissed a petition that sought directions to the Central Government to create a licensing procedure for the manufacturing and selling of sharp-edged weapons.
The case, Subhash Singh Tomar v. Union of India and Others (Writ Petition No. 12562 of 2025), was heard by Justice Subodh Abhyankar. The petitioner, appearing in person, filed the writ petition under Article 226 of the Constitution of India, seeking three main reliefs:

- A directive to formulate a licensing system for sharp-edged weapons,
- The development of a testing method to assess the "sharpness" under the Arms Act, 1959,
- And a bar on registering FIRs for possession of agricultural or surgical sharp tools unless used in a crime.
Upon careful review, the Court noted that the petitioner had not claimed any violation of his legal or fundamental rights. The Court stated:
"On perusal of the petition, it is found that nowhere in the petition also, the petitioner has mentioned which of his legal or fundamental rights have been affected."
The Court expressed surprise at the petitioner’s intent, stating:
"This Court is totally at loss to understand as to why the petitioner wants to legalize the manufacturing and selling of sharp-edged weapons, and licensing procedure for sharp-edged weapons."

It was also highlighted that the petitioner had earlier filed a similar Public Interest Litigation (Writ Petition No. 5566/2022) that had already been dismissed by the Division Bench on 10th May 2025, suggesting the petitioner was pursuing personal rather than public interest.
Justice Abhyankar emphasized that:
"In such circumstances, this Court is of the considered opinion that the Forum of this Court cannot be used to compel the State Government to form policy for manufacturing sharp-edged weapons, which may only be used by unscrupulous persons."
Considering these points, the Court concluded that the petition lacked merit and dismissed it.
